The answer is sometimes — if the rental company approves the exact vehicle for Albania and supplies the insurance documents required for the trip. A Montenegro rental agreement does not automatically authorise travel abroad, even if Albania is a neighbouring country and the border is easy to reach.
There are three separate questions to settle before you pay: may this car enter Albania, what insurance proof must you carry, and where must you return the car? Confirm all three in writing.
Can a Montenegro rental car cross into Albania?
Some Montenegro rental offers allow travel into Albania, but the conditions vary by supplier and vehicle. The provider may charge a cross-border fee, restrict the list of permitted countries, limit a booking to one foreign destination, or require advance notice to prepare the documents.
Published supplier examples show why there is no single market-wide answer:
- Enterprise at Podgorica Airport lists Albania among its approved Zone 1 cross-border destinations and publishes a €60.50 fee per rental including VAT. Its policy also says customers must inform the branch and obtain authorisation. This is a location-specific example, not a promise that every Enterprise booking or vehicle has the same price.
- Localrent tells customers to select the cross-border service, check the countries permitted for the individual vehicle, and ensure the service is noted in the rental contract. A country option on the website does not mean every car is eligible.
- Montenegro Rent a Car currently presents Albania, Bosnia and Herzegovina or Dubrovnik as selectable cross-border destinations, with one destination chosen and €20 added for each day outside Montenegro. That is one provider’s published policy, not a general rate for the country.
Check the exact offer on your dates. Ask whether the fee is charged per rental, per day or per destination, and whether any additional insurance or document charge applies.
The Green Card question is especially important for Albania
Cross-border permission and insurance proof are not the same thing. The rental company must permit the trip under its contract, and the vehicle must also meet the destination’s motor-insurance requirements.
The National Bureau of Montenegro Insurers’ published guidance for vehicles registered in Montenegro says that a valid Green Card is required when travelling to Albania. It also says the country code for Albania must not be crossed out and that the card should be carried in paper form. Because the rental vehicle may not always be registered in the country where you collect it, ask the supplier to identify the registration country and the exact insurance document you must carry.
Before departure, ask the branch:
- Will you provide the Green Card required for this vehicle to enter Albania?
- Does the document show Albania as covered, without the country code crossed out?
- Must I carry the paper document, and where will it be handed over?
- Does third-party liability cover Albania, and what happens to collision/theft cover and roadside assistance outside Montenegro?
A rental-company email confirming permission is not a substitute for the required insurance document. Likewise, possession of a Green Card does not override a rental contract that prohibits the crossing.
What documents should you carry?
Use the supplier’s written instructions as the final checklist. In most cases, have the following ready rather than packed away in checked luggage:

Which route and border crossing should you use?
Choose the crossing from your actual itinerary, not from a generic “fastest border” recommendation. A trip from Podgorica towards Shkodër is different from a coastal journey starting around Ulcinj. Roadworks, seasonal queues and border procedures can change, so check current information close to departure.

Neither source can confirm whether your specific rental company permits the car to cross; that approval must come from the supplier.
Build margin into the return schedule if you are heading back to an airport or a fixed collection appointment. A cheap rental becomes a poor choice if the contract leaves the return time, permitted route or assistance coverage unresolved.
Can you return the car in Albania?
Do not confuse cross-border travel with international one-way rental.
A supplier may allow the car to enter Albania but still require you to bring it back to Montenegro. Dropping it in Shkodër, Tirana or another Albanian location is a separate commercial arrangement that depends on the provider, receiving location, vehicle and dates. Ask for written confirmation of the exact drop-off address and the complete one-way fee before booking.

Is it better to rent in Montenegro or Albania?
Start with where you need the car most:
- Choose a Montenegro pickup when most driving is in Montenegro and the Albania leg is a short extension — provided the supplier approves Albania and supplies the required documents.
- Compare an Albanian pickup when your itinerary begins in Tirana or you need the car for several days in Albania before entering Montenegro. Confirm Montenegro permission with the Albanian supplier separately.
- Compare a transfer or bus for a short visit if a rental would be used mainly for one border crossing and you would otherwise park it. The total cost includes the rental, cross-border service, insurance conditions, parking and the return journey.
Do not compare only the advertised daily rate. Put the rental total, cross-border fee, deposit, payment requirements, insurance limits and return location side by side. Keep the answer with your booking confirmation. If a supplier responds only that “Europe is covered” or “neighbouring countries are fine”, ask for the specific destination and vehicle to be confirmed.
