Tivat to Dubrovnik One-Way Car Rental: Can You Drop Off in Croatia?

Planning Tivat to Dubrovnik by rental car? Learn when an international one-way drop-off may be possible, what cross-border approval means, which fees to verify, and the safer fallback.

Montenegro Travel Clarity Editorial Team: A Tivat-to-Dubrovnik rental looks like a simple one-way booking, but it combines two separate conditions: permission to take the car from Montenegro into Croatia and permission to return that car in another country. This guide treats both as provider-specific booking conditions rather than assuming that an international route is available. Affiliate disclosure: some booking links on this page are affiliate links, which means MontenegroPath may earn a commission from a qualifying booking at no extra cost to you.

The useful question is not simply “Can I drive from Tivat to Dubrovnik?” You can plan that journey by road. The rental question is narrower:

Can this exact Montenegro rental be collected in Tivat, cross into Croatia, and be returned at the Dubrovnik location you need?

Those are three linked decisions, and a supplier can allow the first two while refusing the third.

The route has two different rental problems

A normal Montenegro rental can sometimes be used for a cross-border day trip: you collect the car in Montenegro, get the supplier’s permission to leave the country, drive into Croatia, and return the car to a Montenegro location.

A Tivat → Dubrovnik one-way rental adds an international drop-off. The vehicle does not come back to Montenegro.

That means you should check these conditions separately:

Check What to ask the supplier
Cross-border permission Is this exact vehicle authorised to enter Croatia?
Border fee What fee applies to the Croatia crossing?
Insurance / vehicle documents What cover and documents travel with the car into Croatia?
International one-way Can I return this vehicle in Dubrovnik rather than Montenegro?
One-way drop fee What is the exact international drop charge for Tivat → Dubrovnik?
Availability Is the route available for my dates and vehicle category?

The key lesson is that “cross-border permitted” does not automatically mean “cross-border one-way permitted.”

What current Enterprise terms actually show

Enterprise’s Tivat Airport policy is a useful example of why you should ask for the complete route rather than rely on a generic one-way label.

Its current Tivat terms say vehicles may be driven into a list of countries that includes Croatia, with a €60.50 cross-border fee per rental for Zone 1 destinations including Croatia, Albania, Bosnia and Herzegovina and several other countries. The same policy says the customer must inform the branch and obtain authorization; unauthorized cross-border travel is treated as a breach of contract. Enterprise Tivat Airport.

The same Tivat page separately says international one-way rentals are allowed on request to select locations, with a drop fee that varies according to the route and destination. It does not publish a blanket guarantee that every Tivat booking can be dropped in Dubrovnik.

That distinction is exactly what a renter needs to understand:

Croatia crossing permission ≠ Dubrovnik drop-off permission.

Dubrovnik having a rental branch is not enough

A common mistake is to see that a company has a Dubrovnik location and assume a car collected in Montenegro can be returned there.

Enterprise does have a Downtown Dubrovnik rental location, and its published policy describes international one-way rentals as available to selected international branches for an additional drop-off fee. But that wording still leaves the specific Tivat-to-Dubrovnik combination subject to route, vehicle and availability confirmation. Enterprise Downtown Dubrovnik.

So before paying, ask for a route-specific confirmation, not just a generic statement that “one-way rentals are available.”

Some Montenegro rental operators do not offer the cross-border drop

Provider policies can point in the opposite direction.

Montenegro Car Hire currently states that its one-way service covers different pickup and drop-off points within Montenegro, but that cross-border drop-offs are not supported; its published examples explicitly include Dubrovnik, Trebinje and Tirana. Montenegro Car Hire — One-Way Car Rental.

This is useful evidence because it shows why there is no safe Montenegro-wide answer to “Can I return my rental in Dubrovnik?”

The answer belongs to the supplier and booking, not to the map.

The practical fallback: return in Montenegro, then continue to Dubrovnik

When an international one-way is unavailable or too expensive, the cleaner alternative is usually:

Tivat → drive through Montenegro → return the car at an agreed Montenegro location → continue to Dubrovnik by transfer or other transport.

This removes the international vehicle return from the rental contract.

It can also make the booking easier to compare because the rental’s return point stays inside the country where you collected it. The trade-off is that you must coordinate a second transport leg and allow time for the handover.

For travellers whose final flight is from Dubrovnik Airport, this can be a better planning structure than forcing a rare international one-way rental.

Ask for these six answers before you pay

Send the supplier one compact message and get the answers in writing:

  1. Pickup: Can I collect the car at Tivat Airport?
  2. Border: Is Croatia approved for this exact vehicle and rental period?
  3. Documents: Which cross-border document or insurance proof will be provided?
  4. Drop-off: Can I return this vehicle in Dubrovnik, Croatia?
  5. Fees: What are the cross-border fee and the international one-way drop fee?
  6. Confirmation: Will both the Croatia permission and Dubrovnik return point appear on my booking or rental agreement?

A “yes” to questions 1–3 is not enough.

The booking is only a true Tivat-to-Dubrovnik one-way when question 4 is also answered yes for your exact reservation.

Do not confuse one-way with border crossing

These phrases describe different arrangements:

Arrangement Crosses into Croatia? Car returned in Croatia?
Montenegro round trip + Croatia day trip Yes No
Montenegro one-way within the country No No
Tivat → Dubrovnik international one-way Yes Yes
Tivat rental + separate Dubrovnik transfer Possibly No

The third line is the special case. It needs both international travel permission and an international drop-off agreement.

What happens to the price?

Do not compare these trips using the daily rental price alone.

For a Tivat-to-Dubrovnik one-way, the final cost can involve the ordinary rental price plus a cross-border fee and a route-specific international one-way charge. The exact structure depends on the supplier.

Enterprise’s Tivat terms illustrate the point: Croatia sits in its €60.50 Zone 1 cross-border category, while its international one-way policy says the drop fee varies by route and destination. Those are separate policy sections, so a renter should ask the branch how the charges combine for the exact booking rather than assuming one fee covers everything. Enterprise Tivat Airport.

What about insurance?

Treat insurance as a separate checkpoint.

The fact that a supplier permits the vehicle to enter Croatia does not tell you every detail of the protection attached to the rental. Ask whether the insurance and third-party liability arrangements attached to the vehicle remain valid during the Croatian part of the journey, and which document proves that at the border.

Do not rely on a search snippet, another traveller’s booking or the phrase “insurance included” without checking the actual rental terms.

Our cross-border rental guide explains the broader permission, document and insurance questions. This page goes one step further: it asks whether the return is also allowed in Croatia.

The Dubrovnik flight problem

The reason this route is attractive is obvious: you can arrive in Montenegro through Tivat and leave the region from Dubrovnik.

The problem is timing.

If the rental must return to Montenegro, your itinerary needs a car-return appointment and a separate cross-border transfer to Dubrovnik Airport. That means you should not treat the border as an informal extension of the rental handover.

If the supplier really does approve Tivat → Dubrovnik as an international one-way, confirm the exact drop location, opening hours, after-hours procedure and total fee before you pay.

Enterprise’s Dubrovnik location, for example, publishes its own one-way rules and contact path, which reinforces the need to verify the actual receiving station rather than assuming any Croatian location can accept the car. Enterprise Downtown Dubrovnik.

A better booking decision

Use this sequence:

1. Decide whether the car must end in Croatia.

If not, keep the return inside Montenegro and arrange separate transport to Dubrovnik.

2. Name the exact drop location.

“Dubrovnik” is less useful than the exact branch or airport you want to use.

3. Ask for cross-border permission and international one-way separately.

One does not automatically prove the other.

4. Get the complete fee structure.

Record the rental price, cross-border fee and international one-way charge separately.

5. Keep the confirmation with your travel documents.

The border and return conditions should be in the booking evidence, not only in a phone conversation.

Bottom line

A Tivat-to-Dubrovnik rental may be possible with some suppliers, but it is not a Montenegro-wide rental rule.

Current Enterprise Tivat terms show that Croatia can be an approved cross-border destination for a €60.50 Zone 1 fee, while international one-way rentals are handled on request to select locations and carry a route-specific drop fee. Other Montenegro operators publish the opposite model and do not support cross-border drop-offs at all. citeturn517841search1turn868449search0

So the safest test is:

Can this exact vehicle be collected in Tivat, authorised into Croatia, insured for the trip, and returned at the exact Dubrovnik location on my dates — with the complete fees confirmed in writing?

If the answer to any part is unclear, the Montenegro return + separate Dubrovnik transfer is usually the cleaner booking structure.
