The confusing part is that “international driver’s licence” can refer to different things. A traveller may be talking about a national driving licence issued at home, an International Driving Permit (IDP), or a rental company’s own document requirement. They are not interchangeable.
For a short visit, the currently published text of Montenegro’s road-traffic law provides for the use of a valid foreign driving licence by a temporary visitor and also addresses an international driving permit when used with the foreign licence. A rental adds another decision. The supplier can require additional documents for the exact booking, vehicle or customer profile. The answer in one minute
For a temporary visitor, start with your original, valid foreign driving licence. The currently published law text provides for temporary driving on a valid foreign licence, while Article 176 also addresses an international permit used with that licence. Check the official government law document and the Article 176 text before relying on this for your trip.
Then ask a second question:
Will the rental supplier accept my exact licence without an IDP?
That answer can differ from the road-law answer. Montrent’s current rental conditions, updated 17 June 2026, say the main driver must show the original licence and that an IDP may be requested when the licence is not in the Latin alphabet. So use this as the planning rule rather than a final legal determination:
The current law text is one check; the booking terms are another. Verify both before you travel.
What counts as your main driving document?
Your national driving licence is the document that establishes the driving entitlement. An IDP is a supporting permit used with that licence.
This matters because travellers sometimes assume an IDP can “fix” a weak licence situation. It cannot. If your licence is expired, does not cover the vehicle category, is suspended, or is otherwise invalid, an IDP does not turn it into a valid licence.
For a normal rental pickup, keep the original licence with you even when an IDP is also required or useful.

When an IDP is most useful
There are four situations where carrying an IDP can remove uncertainty.
1. Your licence is not in the Latin alphabet
This is the clearest practical trigger found in current rental conditions.
Montrent’s 17 June 2026 conditions say that a valid licence is required and that, for licences not in the Latin alphabet, the company may ask for an International Driving Permit. Montrent rental conditions.
That does not mean every rental company in Montenegro uses exactly the same rule. It means you should not arrive assuming the person at the desk will interpret a non-Latin licence without supporting documentation.
Ask the supplier:
“Do you accept my original licence as it is, or do you require an IDP for this booking?”
Save the reply.
2. Your licence is only valid in the issuing country
Localrent’s current Montenegro guidance makes a useful distinction: in most cases an IDP is not required, but it says an IDP will be necessary if the licence is valid only in the issuing country. Localrent Montenegro.
This is exactly the type of condition that generic travel articles often flatten into “IDP required in Montenegro”. That is too broad.
The better approach is to identify what your own licence permits and then check the rental provider’s requirements for your exact booking.
3. The provider explicitly asks for an IDP
Once the supplier tells you an IDP is required for the booking, treat that as a collection requirement even if a general legal summary sounds more relaxed.

4. You want the simplest possible document conversation at pickup
An IDP can be useful even when it is not universally mandatory. The practical value is not that it replaces your licence; it is that it provides a standard supporting format alongside the original.
That can be especially useful when your licence is unfamiliar to the rental desk, when the script is difficult to interpret, or when you have already been told in writing to bring one.
The four documents I would keep together
For a rental pickup, make one digital and one offline copy of the booking paperwork and keep these documents together:

The important part is not owning four pieces of paper. It is making sure the names, dates and driver information match the booking.
Do US and UK licence holders need an IDP?
Do not use nationality as a shortcut.
The UK government’s current guidance lists Montenegro under the 1968 International Driving Permit convention and tells drivers to check the car-hire company’s own requirements. UK Government — International Driving Permits.
For a US licence, the same planning principle applies. The safe question is not “Do Americans need an IDP?” but:
“Will this exact rental supplier accept my US licence, for this vehicle and this pickup, without an IDP?”
The written answer is much more useful than a forum post or a blanket country list because rental suppliers can impose booking-specific requirements. For the legal side, verify the current official source as well rather than treating this article as a final legal determination.
What about an additional driver?
The IDP question is often forgotten when a second person will also drive.
Do not assume that one driver’s paperwork covers everyone. Each person who will drive should satisfy the rental agreement’s driver requirements and be recorded as an authorised driver.
For example, Montrent’s conditions say additional drivers must meet the same relevant age, licence and document requirements and must be added to the rental agreement. Montrent rental conditions.
The practical check is:
Who are the actual drivers, whose licences are being presented, and which of them need supporting documents?
Resolve that before pickup rather than at the desk.
What an IDP does not solve
An IDP is only one part of a rental checklist.
It does not tell you:
- whether the supplier accepts your payment card;
- how much security deposit is required;
- whether “no deposit” and “no excess” mean the same thing;
- whether a particular vehicle may cross a border;
- whether an additional driver costs extra;
- where the airport handover will take place;
- what happens if your flight arrives late.
Those are separate booking questions.
That is why I would not make the IDP decision in isolation. Start with the document question, then move immediately to the commercial conditions of the actual rental.
Before booking: compare the exact vehicle and pickup terms, then confirm the document requirement attached to that booking.
Check current Montenegro rental options
Use the current Montenegro rental search, then open the terms for the specific vehicle. Check the licence requirement, payment method, deposit, insurance excess and pickup arrangement before paying.
A five-line message to send the supplier
When the answer is not explicit, do not guess. Send the supplier a short written question:
I hold a valid [country] driving licence.
It is written in [Latin / non-Latin] script.
I will rent a category [B / other] vehicle.
Do I need an International Driving Permit to collect this exact booking?
Please confirm the required documents for pickup in writing.
If a second person will drive, add:
A second authorised driver will also drive. Please confirm whether their licence requires an IDP and what documents they must present.
Keep the reply with the reservation. A written booking-specific confirmation is stronger evidence for pickup than a generic statement made for another vehicle or customer.
How the IDP decision fits into your full rental checklist
Think of the rental in a sequence instead of as one “Do I need an IDP?” question.
Step 1 — Driving eligibility.
Is your original licence valid, readable and appropriate for the vehicle category?
Step 2 — Supplier document rule.
Does the selected vehicle or supplier require an IDP or another supporting document?
Step 3 — Payment.
Which card, cash or other method is accepted for the balance and security amount?
Step 4 — Deposit and protection.
What is the security deposit and what is the insurance excess? Do not merge those figures.
Step 5 — Pickup.
Where is the handover, who is the supplier, and what happens if the flight is delayed?
Step 6 — Route.
Are there border permissions, road restrictions, parking constraints or route-specific costs for your itinerary?

What if you also plan to leave Montenegro?
An IDP is not border permission.
If your itinerary includes Albania, Croatia or Bosnia and Herzegovina, you need a separate check for whether the specific rental vehicle is authorised to cross the border, what written permission is needed, what insurance or fee applies, and what documents must travel with the car.

The practical conclusion should stay deliberately narrow.
